Wayne Granquist has had a long career in business, finance and public service. A 1957 graduate of Tufts University, he received his law degree from Harvard Law School in 1960. After graduation, he moved to Washington, DC, where he served as a State Department Foreign Service Officer, on the personal staff of the Administrator of the National Aeronautics and Space Administration and as Chief of Staff to US Abraham Ribicoff of Connecticut.

In 1969, after managing Senator Ribicoff's successful re-election campaign, he became President of Fairfield National Bank in Norwalk, CT, which was merged with Connecticut Bank & Trust Company in 1974. Mr. Granquist spent two years with CBT before joining the Carter Administration as Associate Director of the Office of Management and Budget. While in that post, he co-chaired the team that created the 1978 Civil Service Reform Act. He led the Administration's regulatory reform efforts, authored the Paperwork Reduction Act of 1980 and established the White House Office of Information and Regulatory Affairs, which has served every succeeding President as the central point for the review of Federal regulations, charged with minimizing the burden of regulations on the economy and overseeing policies relating to privacy, information quality and statistical programs.

From 1981 to 1990, Mr. Granquist was a partner in Moore and Munger, Inc., an asset management company headquartered in Fairfield, CT, with holdings that included oil production and refining, petroleum product marketing, and resorts in Vermont. In 1983, Mr. Granquist moved to Vermont to take over the development, operation and eventual sale of the Stratton Mountain and Bromley Mountain resorts. In 1991, Mr. Granquist moved on as a co-founder of Green Mountain Capital LLP, a small business investment company and joined Manchester Capital Management LLC, an investment adviser in Manchester, VT, as a general partner and managing director.

Mr. Granquist retired from Manchester Managment in 2000. He has chaired Commissions on Economic Development for Governors Kunin and Dean, and served as Senior Economic Adviser to the Howard Dean Presidential Campaign in 2003. Mr. Granquist has chaired several non-profit boards, including the Vermont Symphony Orchestra and the Weston Playhouse Theatre Company, and is the Chair of the Board of Civil Authority, Town of Weston, VT, where he is the long-time Moderator of the Town Meeting.
